- Cook jasmine rice according to package directions.
- While the rice is cooking, heat olive oil in a large skillet over medium-high heat.
- Add minced garlic and red pepper flakes to the skillet and cook for about 30 seconds until fragrant.
- Add the shrimp to the skillet and cook for 2-3 minutes per side, until pink and cooked through.
- Stir in soy sauce, honey, and lime juice. Cook for another minute until the sauce has thickened slightly.
- Serve the garlic chili shrimp over the cooked jasmine rice.

Garnish with chopped cilantro or green onions if desired.
