- Preheat your oven to 350°F (175°C). Grease and flour your two cake pans.
- In a large bowl, cream together the butter and sugar for the cake until light and fluffy. Beat in the eggs one at a time.
- In a separate bowl, whisk together the flour and baking powder. Gradually add the dry ingredients to the wet ingredients, alternating with the milk, mixing until just combined. Do not overmix.
- Divide the batter evenly between the prepared pans. Bake for 30 to 35 minutes, or until a toothpick inserted into the center comes out clean. Let the cakes cool in the pans for 10 minutes before inverting them onto a wire rack to cool completely.
- Prepare the frosting: Beat the butter until smooth. Gradually add the powdered sugar. Mix in the heavy cream, vanilla extract, and blue food coloring until the frosting is smooth and the desired light blue color is reached.
- Once the cakes are completely cool, place one layer on a serving plate. Spread a layer of blue frosting on top. Place the second cake layer on top.
- Frost the entire cake with the remaining blue frosting. Use an offset spatula to create gentle waves or swirls in the frosting for a water effect.
- Press the crushed graham crackers along the bottom edge of the cake to resemble sand. Place the white chocolate shells randomly on top of the blue frosting for decoration.

Notes
For a deeper sea color, use slightly more blue food coloring. You can substitute lemon zest in the cake batter for a brighter flavor profile.
